EARLY June  - San Francisco International Airport has advised that in early June the contracted goats will again be showing up from San Bruno Avenue all the way to Millbrae Avenue just EAST of the San Bruno City limit’s line on the Airport property to eat a fire break along the property lines.  SFIA tries to provide this much needed service yearly just before the 4th of July fireworks season.  The businesses and residents of San Bruno thank SFIA for this service.

Friday, June 7 – DEADLINE - The San Bruno Community Services Department is currently looking for sponsors for their annual "Concerts in the Park." The goal of the concerts is to bring families and community together to enjoy local talent in our beautiful park.  The past concerts have been a huge success, and they are looking forward to another great year with a great lineup of bands. This year, they are accepting monetary donations to offset the costs of the performers. MARK YOUR CALENDAR: Meetings Set for San Mateo County’s Supervisorial District Lines Advisory Committee

A committee that will review the boundaries of San Mateo County’s supervisorial districts and possibly recommend changes held its first meeting June 6 in San Mateo.

Four additional meetings are also scheduled: June 15 in Half Moon Bay; June 18 in Daly City; June 25 in East Palo Alto; and July 11 in Millbrae. Details are below.

The Board of Supervisors created the nine-member boundary adjustment committee after voters changed the County Charter in November. The change requires that only voters within a district can elect a supervisor who lives in that same district to represent them. Under the prior system voters countywide elected all five supervisors.

With heightened interest in district-based elections, the Board of Supervisors tasked the committee with hearing public comment, studying current and potential boundaries and recommending possible adjustments.

The committee and public will receive a report from a demographer and then learn how to use an online mapping tool to review the current boundaries and draw possible districts. The committee will also receive public comment.

Four additional meetings will be held throughout the county. These are:

Tuesday, June 18, 6:30 p.m. to 8:30 p.m., War Memorial Community Center, 6655 Mission Street, Daly City

At the final meeting in Millbrae, it is anticipated the committee will consider possible draft boundary changes. An additional five meetings will be held in late summer to present possible draft changes to the public for comment before any recommendation is presented to the full Board of Supervisors.

Under State election law, districts must be approximately equal in population. In establishing the boundaries of the districts, the Board of Supervisors may give consideration to the following factors: (a) topography, (b) geography, (c) cohesiveness, contiguity, integrity, and compactness of territory, and (d) community of interests of the districts.”

The committee members chosen by the Board are: Supervisors Adrienne J. Tissier and Warren Slocum; Gonzalo “Sal” Torres, a Daly City Council Member; Laura Martinez, an East Palo Alto Council Member; and public members: Hayden Lee of Millbrae; Raymond Lee of San Mateo; Barbara Arietta of Pacifica; William Nack of Menlo Park; and Rebecca Ayson of Daly City.

Each public member resides in one of the five current districts.

CPSC Approves Proposed Rule Aimed at Making Strollers Safer

WASHINGTON, D.C. -To help prevent further deaths and injuries to young children, the U.S. Consumer Product Safety Commission (CPSC) voted today to approve a notice of proposed rulemaking (NPR) to create a federal safety standard for strollers. The Commission voted unanimously (3-0) to approve publication of the NPR in the Federal Register.

The proposed stroller standard incorporates the published voluntary ASTM F833-13 standard, Standard Consumer Safety Specification for Carriages and Strollers, with one modification. The modification would require the addition of language in the standard to address scissoring, shearing, and pinching hazards associated with folding or foldable strollers.

CPSC staff reviewed more than 1,200 stroller-related incidents, including four fatalities and nearly 360 injuries that occurred from 2008 through 2012. Staff believes that the published standard, with the proposed addition in the NPR, will help to reduce the risks associated with the majority of the hazard patterns identified in reviewing the stroller incidents.

Hazard patterns found in strollers include:
    - wheel breakage and detachment;
    - parking brake and lock mechanism failures;
    - hinge issues;
    - structural integrity issues;
    - entrapment;
    - car seat attachment;
    - canopy issues; and
    - handlebar failures.

Reported injuries include:
    - finger amputations on folding hinges and canopy hinges;
    - falls due to wheel detachment or parking brake issues;
    - injuries due to stroller collapse;
    - head entrapment in openings of travel systems; and
    - falls due to a child unbuckling the restraint harnesses.

The proposed rule would also help address finger injuries associated with the folding hinges on folding or foldable strollers. Various stroller types, such as travel systems, carriages, tandem, side-by-side, multi-occupant, and jogging strollers would be covered by the standard.

Staff recommends that the mandatory standard for strollers become effective 18 months following publication of the final rule in the Federal Register.

The proposed rule has a 75-day public comment period. Comments will be able to be posted directly on www.Regulations.gov.

The Commission is required under The Danny Keysar Child Product Safety Notification Act, Section 104(b) of the Consumer Product Safety Improvement Act of 2008 (CPSIA) to issue consumer product safety standards for durable infant or toddler products.  To date, the Commission has approved more stringent federal safety standards for full-size cribs, non-full-size cribs, play yards, baby walkers, baby bath seats, and children's portable bed rails.
