Emmett Carson, the CEO and President of the Silicon Valley Community Foundation, is the guest speaker. Jobs for Youth is a year-round program designed to help young people develop their job search skills. The program provides employment services to all youth between the ages of 14 to 21 years old at no cost to them or to employers. Friday, May 31 – DEADLINE - Streets Alive! Parks Alive! EARLY June  - San Francisco International Airport has advised that in early June the contracted goats will again be showing up from San Bruno Avenue all the way to Millbrae Avenue just EAST of the San Bruno City limit’s line on the Airport property to eat a fire break along the property lines.  SFIA tries to provide this much needed service yearly just before the 4th of July fireworks season.  The businesses and residents of San Bruno thank SFIA for this service.

At the Tuesday May 14th San Bruno Council Meeting -
 
-       Week of May 12th thru 18th proclaimed as Police Week in San Bruno -       Week of May 19th thru 25th proclaimed as Public Works Week in San Bruno -       Approved a resolution authorizing the City Manager to execute amendment to the agreement between the City of San Bruno, City of Millbrae, and the Central County Fire Department for a shared Fire Chief Position.
-       Held a Public Hearing, waived first reading, and introduced ordinance repealing chapter 4.40 (Massage Establishments) and enacting new chapter 4.40 (Massage Establishments).  Second reading and final vote approving proposed ordinance approving new wording to be held at the May 28th 2013 Council meeting.
-       Adopted resolution authorizing the City Manager to execute a contract with J.J.R. Construction, inc. for the sidewalk repair program.  Residents responsible for repair of sidewalks in front of their businesses or residences can piggy back on this contract and thereby use the City permits – thus saving money.  Contact City Clerk 616-7058 to learn more.
-       First presentation by Recology San Bruno on their request for rate increases AND their desire to expand recycling to NOW include food waste and food contaminated packaging.  Photo of proposed counter top (or under counter) collection container shown (photo attached).  If this program is approved, the green yard waste containers would also be used for food waste and be picked up weekly.  Look for further direct mailing info from Recology.  Further Council action will be needed before this new program can start.  The City will need to divert 75% of collected materials by 2020. The City is now at about a 50% diversion amount.  No plastic of ANY kind will be accepted in the green container.  When approved, this food waste addition to the yard waste will allow Recology of San Bruno to schedule City Compost Give Aways.  John Muir and Belle Air schools have already participated very effectively in a pilot program to divert their food wastes.  Questions:  Recology San Bruno - 650-583-8536

Actions by the San Bruno Park School Board – 14 May 2013 – Due to the retirement of Governing Board Member William (Skip) Henderson Jr., with an effective date of May 1, 2013, the Governing Board of the San Bruno Park School District considered making a provisional appointment to the remainder of the unexpired term of office. At a special meeting of the Governing Board on May 14, 2013, Patrick J. Flynn was provisionally appointed to the remaining term of office by unanimous vote of the Governing Board.  The effective date of appointment shall be May 28, 2013 (due to the Memorial Day Holiday). Unless a petition of voters from the area of the San Bruno Park School District, calling for a special election pursuant to Education Code 5091is filed in the office of the County Superintendent of Schools within 30 days of the provisional appointment, it shall become an effective appointment. The term of office ends with the upcoming General Election on November 5, 2013.

CPSC Approves Proposed Rule Aimed at Making Strollers Safer

WASHINGTON, D.C. -To help prevent further deaths and injuries to young children, the U.S. Consumer Product Safety Commission (CPSC) voted today to approve a notice of proposed rulemaking (NPR) to create a federal safety standard for strollers. The Commission voted unanimously (3-0) to approve publication of the NPR in the Federal Register.

The proposed stroller standard incorporates the published voluntary ASTM F833-13 standard, Standard Consumer Safety Specification for Carriages and Strollers, with one modification. The modification would require the addition of language in the standard to address scissoring, shearing, and pinching hazards associated with folding or foldable strollers.

CPSC staff reviewed more than 1,200 stroller-related incidents, including four fatalities and nearly 360 injuries that occurred from 2008 through 2012. Staff believes that the published standard, with the proposed addition in the NPR, will help to reduce the risks associated with the majority of the hazard patterns identified in reviewing the stroller incidents.

Hazard patterns found in strollers include:
    - wheel breakage and detachment;
    - parking brake and lock mechanism failures;
    - hinge issues;
    - structural integrity issues;
    - entrapment;
    - car seat attachment;
    - canopy issues; and
    - handlebar failures.

Reported injuries include:
    - finger amputations on folding hinges and canopy hinges;
    - falls due to wheel detachment or parking brake issues;
    - injuries due to stroller collapse;
    - head entrapment in openings of travel systems; and
    - falls due to a child unbuckling the restraint harnesses.

The proposed rule would also help address finger injuries associated with the folding hinges on folding or foldable strollers. Various stroller types, such as travel systems, carriages, tandem, side-by-side, multi-occupant, and jogging strollers would be covered by the standard.

Staff recommends that the mandatory standard for strollers become effective 18 months following publication of the final rule in the Federal Register.

The proposed rule has a 75-day public comment period. Comments will be able to be posted directly on www.Regulations.gov.

The Commission is required under The Danny Keysar Child Product Safety Notification Act, Section 104(b) of the Consumer Product Safety Improvement Act of 2008 (CPSIA) to issue consumer product safety standards for durable infant or toddler products.  To date, the Commission has approved more stringent federal safety standards for full-size cribs, non-full-size cribs, play yards, baby walkers, baby bath seats, and children's portable bed rails.
