Golden Gate National Cemetary in San Bruno

Can we use some of the funds received from the PG & E settlement to invest in colorful plants?  It's the centennial year and I think it will probably be a good idea to plant RED, WHITE and BLUE flowers (or small-midsize trees) around the gated memorial fence.  Surrounding our beloved veterans with a beautiful botanical garden all year long will be a symbol, and a remembrance of our country's freedom .   Can this be possible? Will this idea be considered city operations?
