Letter of Inquiry - Garbage and Recycling Rates

Subject:        Letter of Inquiry

To:                 Honorable Jim Ruane
                      Mayor of San Bruno

Dear Mayor Ruane,

Pray tell, what is the number constituting the majority of the parcels of real property as in:  “If written protests are received with respect to a majority of the parcels of real property served by Recology in the City, then the City Council will not approve Recology’s request”?

(The quote is from a City of San Bruno “NOTICE OF PROPOSED INCREASES TO Recology San Bruno’s Garbage and Recycling Rates”.)

Is a written protest, unless specifically stated,  assumed to cover both the “rate increase” and the rate increase for the initiation of an Organics program?

Will the City Clerk have available addressed blank letters or postcards at the July 9th meeting so that attendees not having submitted written protests previously, can submit same to “be received by the City no later than the conclusion of the public hearing?”

Will a written tally of written protests be available for review by the public?  Will the tally include the name of the property o wner, and the street address or Assessor’s Parcel Number (APN) of the service location for which the protest is submitted?

Will such a written tally distinguish between the “rate increase”, the rate increase for the initiation of an Organics program, and both the “rate increase” and the rate increase for the initiation of an Organics program?

When would such a tally of written protests be available for review by the public?
