The application only sought permission for the sale of beer, not a separate bar area, during the restaurant’s normal business hours of 9 a.m.-9 p.m.

The restaurant’s original liquor license had been in place since 1991 and had expired in 2009. The restaurant hours have been limited with the purpose of avoiding early morning drinking, as well as late night drinking, according to city records.

The expansion of would provide six new beds, a conference room, a physical therapy room, offices and nurses’ stations over a 3,490-square-foot additional space. The facility’s patient capacity would increase to 51 people from 45 people, and increase patient services.
