Highlights City Council Meeting 9/24/13

I attended the City Council meeting this evening.  There were only a handful of non-staff attendees.  Nonetheless, I spoke up during the public comment section of the meeting.  I reminded the city council that as I campaign to lower water and sewer rates for the City of San Bruno, I keep hearing voters ask, “Why is my water and sewer bill so high?”.  

The City Council “has the ultimate responsibility to the people of San Bruno and the implementation of all programs and City services. It approves all ordinances, resolutions, and major contracts, modifies and approves the budget.” 

What most people don’t know is the following from a San Bruno Patch article written by Martin Ricard, dated February 25, 2012.  “After months of negotiations, the city reached settlements with Baykeeper and the water control board in July 2011 for $271,000 in fees and $642,167 in fines respectively.”

“A 1997 cease and desist order required the city to invest $1.84 million per year for 10 years to get the sewer system up to par. However, the city only invested $1.4 million annually—nearly $500,000 short a year of what was required. Meanwhile, sewer rates were raised.”

So the Council did not comply with the Cease and Desist order and we wind up paying for it.

I also received information regarding the amount of water and sewer bills that were "written-off" from 2008 to 2012.

This money should have been collected!  We need to change our deposit or billing procedures.
