IN CASE YOU MISSED THIS:  The following was written by our new San Bruno Education Foundation (SBEF) board member, Scott Curtner.

TITLE: Reading Counts in San Bruno City's Summer Camp

San Bruno children from 3 1/2 to 13 years old have been enjoying Summer Camp in San Bruno City Park, Recreation Center, and Swimming Pool for many years. Some of the camp's current leaders were once campers themselves. This camp's history of childhood enrichment and fun gets better every year, and this year they have an exciting new addition to their program.

The San Bruno Education Foundation (SBEF) in partnership with the City of San Bruno's Recreation Division and the San Bruno Park School District, is funding the optional Scholastic Reading Counts K-12 program, an independent reading program that encourages the success of your child's reading progress. Patrick Flynn, President of San Bruno Education Foundation, says, “SBEF is very excited about teaming up with San Bruno Recreation Services to encourage more children to read during the summer.”

Scholastic Reading Counts motivates students with suggested reading choices that match their interests and reading levels, then reinforces through testing comprehension, vocabulary, and fluency skills. The
parent has the option of sharing their child's Reading Counts data with their
child's elementary school teacher, which can help the teacher better craft a
lesson plan.

If the parent and student decide to participate in Reading Counts at the San Bruno Summer Camp, known as Camp Kaleidoscope (for children up
to 10 years old), or Adventure Camp (for children between 10 and 13 years old), on testing days camp leaders will walk children to nearby El Crystal Elementary School. El Crystal is San Bruno's newly-designated magnet school with a focus on collaborative studies of STEM (Science, Technology, Engineering and Math) for K-5 students.

Dee Kranitz, Recreation Services Supervisor, tells us, “San Bruno City Park is an ideal place for such a program.”

IN CASE YOU MISSED THIS:  - The State Board of Equalization proposes to amend Property Tax Rule 462.040, Change in Ownership – Joint Tenancies. A public hearing regarding the proposed amendments will be held in Room 121, 450 N Street, Sacramento, California, at 10:00 a.m., or as soon thereafter as the matter may be heard on June 11, 2013.

The proposed amendments to Property Tax Rule 462.040 make the rule consistent with current law, which provides that the transfer of a joint tenancy interest to a trust severs the joint tenancy, Revenue and Taxation Code (RTC) section 62, subdivision (p), and Family Code section 297.5 regarding registered domestic partners, and RTC section 62.3 regarding transfers between cotenants.  The proposed amendments clarify that all transferor(s) must be among the joint tenants for a transfer to be excluded from change in ownership and that the elimination of a joint tenant does not create “original transferor” status (within the meaning of RTC § 65) in any of the remaining joint tenants, consistent with RTC section 65, subdivision (b).  The proposed amendments also provide more detailed examples, and make minor grammatical changes.

To view the notice of hearing, initial statement of reasons, proposed text, and history click on the following link: http://www.boe.ca.gov/regs/rule_462_040.htm

Questions regarding the substance of the proposed amendments should be directed to Mr. Bradley Heller, Tax Counsel IV, at 450 N Street, MIC:82, Sacramento, CA 94279-0082, email Bradley.Heller@boe.ca.gov, telephone (916) 323-3091, or FAX (916) 323-3387.

Written comments for the Board's consideration, notices of intent to present testimony or witnesses at the public hearing, and inquiries concerning the proposed regulatory action should be directed to Mr. Rick Bennion, Regulations Coordinator, telephone (916) 445-2130, fax (916) 324-3984, e-mail Richard.Bennion@boe.ca.gov or by mail to: State Board of Equalization, Attn: Rick Bennion, MIC: 80, P.O. Box 942879-0080, Sacramento, CA  94279-0080.

IN CASE YOU MISSED THIS:  Rare Butterflies, Open Space Protected Through 2043.  Four endangered butterfly species living in San Bruno Mountain State and County Park have been granted another 30 years of protection, thanks to a conservation plan allowing limited development near the park in exchange for habitat restoration funding.

The U.S. Fish and Wildlife Service, in collaboration with San Mateo County and the cities of Brisbane, Daly City and South San Francisco, has approved a 30-year extension of San Bruno Mountain Park’s original Habitat Conservation Plan (HCP), which in 1983 was the first HCP to be created under the federal Endangered Species Act of 1973.

In addition to protecting grasslands that support the endangered Mission Blue, San Bruno Elfin, Bay Checkerspot and Callippe Silverspot butterflies, the Habitat Conservation Plan also ensures survival of 14 rare and endangered plant species found in the 2,864-acre park.

The park’s summit of 1,314 feet is a landmark to the north Peninsula and offers unobstructed, 360-degree views of San Francisco, the East Bay, Mount Diablo and Pacific Ocean. San Bruno Mountain’s 12 miles of hiking, riding, and jogging trails link various vista points, and a disabilities access trail, the Bog Trail, is located near the park entrance.San Bruno Mountain Park’s original Habitat Conservation Plan allowed development on 330 acres at the base of the mountain, but also added 800 protected acres to the park. Land developers and property owners near the park contribute annually to a perpetual fund for restoration of butterfly habitat on San Bruno Mountain.

The newly-approved extension of the HCP will allow approved land development to be completed, as well as grassland restoration, maintenance of service roads and hiking trails, utility maintenance and fire suppression activities.

New revenues from development will help fight the encroachment of non-native invasive plant species, which choke out the native food-source plants that butterflies rely upon. In 1983, park managers identified ten invasive species of concern on San Bruno Mountain. But today, more than 60 troublesome plant species have taken root in the park.

Currently , grassland restoration is  focused on approximately 650 acres of the park, with additional work being done by San Mateo County Parks, volunteers and adjacent private property owners.

Annual Work Plans to manage vegetation and monitor butterfly populations are developed by a Technical Advisory Committee, which also makes funding recommendations to San Bruno Mountain Habitat Conservation Plan Trustees, a group consisting of the San Mateo County Manager and the City Managers of Brisbane, Daly City and South San Francisco.

San Bruno Mountain State and County Park is located at 555 Guadalupe Canyon Parkway, Brisbane, 94005.
