Saturday, April 27 thru Sunday April 28 -  Bring A Friend – Walk A Lap.  San Bruno Councilman Ken Ibarra kenibarra@yahoo.com and American Cancer Society’s Julie Pierce Julie.Pierce@cancer.org are inviting ALL San Bruno residents to join them this Saturday and Sunday for Relay For Life of San Bruno at the Capuchino High School in San Bruno.  The planning committee has been working for many months and this weekend’s event will conclude their 2013 event – BUT – planning for their Saturday April 26th & Sunday April 27th 2014 event is about to start. MARK your 2014 calendar. Join and FIGHT FOR THE CURE. Anticipated Opening Ceremonies speakers:  U.S. Congresswoman Jackie Speier or her representative, Marc Hershman representing California Senator Jerry Hill, Ben Cohn representing California Assemblyman Kevin Mullin, San Bruno Mayor Jim Ruane.  Special “Hero Of Hope” and Cancer survivor Dorothy Lake will speak on her successful fight to beat cancer and have “More Birthdays”.

CONTINUING EVENT NEEDING YOUR SUPPORT: The season for possible West Nile Virus has begun.  The Mosquito & Vector Control Association of California has developed a short report entitled “Federal and State Regulatory Issues Impacting Mosquito and Vector Control Agencies”.  You can request your copy by contacting the San Mateo County Mosquito & Vector Control District at 650-344-8592 or mvcac@mvcac.org  Your assistance to help make mosquito control more effective and cost effective will be appreciated. The CDC has a very extensive fact sheet on WNV at http://www.cdc.gov/ncidod/dvbid/westnile/wnv_factsheet.htm

The following safety precautions are recommended by the California Department of Public Health (CDPH):

-- Eliminate or manage all sources of standing water to discourage mosquito breeding   

-- Avoid spending time outside when mosquitoes are most active, especially at dawn and the first two hours after sunset.

-- If you are outdoors when mosquitoes are biting, wear long pants and long-sleeved shirts.

-- Apply insect repellent containing EPA-registered active ingredients such as DEET, Picaridin, IR3535, and Oil of lemon eucalyptus (PMD). Always apply according to label instructions.

-- Make sure doors and windows have tight-fitting screens. Repair or replace screens that have tears or holes.

-- Contact your local mosquito and vector control agency if there is a significant mosquito problem or potential mosquito breeding source where you live or work

Adequately funded mosquito and vector control, disease surveillance and public awareness programs are the best way to prevent outbreaks of West Nile virus and other diseases borne by mosquitoes and other vectors.

In Case You Missed This: Caltrain Seeks Community Volunteers for Advisory Committee.  Caltrain Seeks Community Volunteers for Advisory Committee.  The Peninsula Corridor Joint Powers Board is seeking applicants for its Citizens Advisory Committee to represent San Francisco, San Mateo and Santa Clara counties.  The CAC is comprised of nine volunteer members, who serve in an advisory capacity to the board of directors, providing input on the needs of current and potential rail customers.   Applicants should reflect the demographics of the riders.  Applications are due by Friday, May 3. The CAC meets the third Wednesday of each month at 5:40 p.m. in San Carlos, just one block from the San Carlos Caltrain Station.  All meetings are open to the public.

Sacramento Legislative Update:   SB 55 introduced by Senator Jerry Hill - An act to add Chapter 5.1 (commencing with Section 23710) to Division 11.5 of the Vehicle Code, relating to ignition interlock devices.

LEGISLATIVE COUNSEL'S DIGEST

SB 55 - Ignition interlock devices: repeat driving under the influence offenders.

Existing law requires a person's privilege to operate a motor vehicle to be suspended or revoked for a specified period of time if the person has been convicted of violating specified provisions prohibiting driving a motor vehicle while under the influence of an alcoholic beverage or drug or the combined influence of an alcoholic beverage and drug, or with 0.08% or more, by weight, of alcohol in his or her blood or while addicted to the use of any drug, with or without bodily injury to another. Existing law also authorizes a person whose privilege is suspended or revoked in that manner to receive a restricted driver's license if specified requirements are met, including, in some instances, the installation of an ignition interlock device on the person's vehicle.

This bill would establish a statutory scheme under which, as a condition of being issued a restricted driver's license, being reissued a driver's license, or having the privilege to operate a motor vehicle reinstated for a 2nd or subsequent conviction for a violation of the above offenses, require a person to install for a specified period of time an ignition interlock device on all vehicles he or she owns or operates, except as provided. The amount of time the ignition interlock device would be required to be installed would be based upon the number of convictions, as prescribed. The bill would require the department, with regard to the installation of an ignition interlock device described above, to notify the person of the ignition interlock device installation requirements established under the bill, accept notification from the installer of the ignition interlock device of attempts to remove, bypass, or tamper with the ignition interlock device or if the person fails 3 or more times to comply with the maintenance requirements, monitor the installation and maintenance of the ignition interlock device, and keep specified records. The bill would also require that manufacturers and manufacturer's agents, certified by the department to provide ignition interlock devices, adopt a fee schedule for payment of the costs of the ignition interlock device based on the offender's ability to pay, and would require the court to adopt a similar fee schedule with regard to the fees for the county alcohol and drug problem assessment program.

Because it is a crime to operate a vehicle that is not equipped with a functioning, certified ignition interlock device by a person whose driving privilege is so restricted, the bill would impose a state-mandated local program by expanding the scope of that crime.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.  Statutory provisions establish procedures for making that reimbursement.
