California Senate Environmental Quality Committee and Select Committee on Climate Change to Hold First Joint Hearing on AB 32 Implementation
Top State, Business and Environmental Representatives to Discuss Status of Landmark Legislation
WHAT: The Senate Environmental Quality Committee, chaired by Senator Jerry Hill, D-San Mateo/ Santa Clara Counties, and Senate Select Committee of Climate Change, chaired by Senator Fran Pavley, D-Agoura Hills, will hold their first joint hearing of the standing and select committees on the implementation of Assembly Bill 32 since the passage of the landmark legislation in 2006. Among those scheduled to testify are Mary Nichols, chair of the California Air Resources Board, and representatives of the California Manufacturers and Technologies Association and Natural Resources Defense Council.

BACKGROUND: This will be the first time the Senate Environmental Quality and Select Committee on Climate Change have jointly looked at the implementation of AB 32. Issues to be explored include:
· Where is California on the path to achieving the legislation’s goal of reducing emissions in the state of carbon dioxide and other greenhouse gases in the state to 1990 levels by 2020?
· The status of AB 32 programs designed to meet these goals, including “cap and trade,” which limits the volume of air pollutants that may be released by businesses, but permits them to buy the right to exceed those limits.
· The status of implementing California’s low-carbon fuel standard, renewable portfolio standard, and advanced clean cars regulations.
· Short-lived climate pollutants and climate pollutants with high global warming potential.
· Updated Scoping Plan and recommendations from the Air Resources Board to further reduce greenhouse gas emissions. The original plan was issued in 2008 and is required to be updated at least every five years.
· What becomes of AB 32 after 2020?
