Council Action Summary - March 25th 2014

ACTION HIGHLIGHTS from SAN BRUNO CITY COUNCIL of  March 25, 2014

ANNOUNCEMENTS:  The Annual Pancake Breakfast and Easter Egg Hunt will be held on April 12, 9:00 to 11:00 a.m. - San Bruno City Park.  The Easter Egg Hunt begins promptly at 11:00 a.m.

PRESENTATIONS:  Present Proclamation Proclaiming April 1, 2014 as Mayor’s Day of Recognition for National Service to Program Coordinator Deborah Owdom.  San Bruno is one of a few cities in California to so recognize the National Service Program.

CONSENT CALENDAR:  Accepted Resignation of Bob Marshall Jr. from Planning Commission Committee.  Declare a Committee Member Vacancy and Direct the City Clerk to Initiate the Process for Appointment of a New Member.  The Council thanked Mr. Marshall for his years of work on part of the City on this very important committee.  Applications for consideration of appointment to this committee are available from the City Clerk.

PUBLIC HEARINGS:  Held a Public Hearing, Waived the First Reading, and Introduced an Ordinance to Regulate the Inspection, Repair, and Replacement of Private Sewer Laterals at the Time of Sale of Residential Property.  The Council voted 3 yes, 2 no to accept this ordinance.  This item needs a second vote before it becomes law.

CONDUCT OF BUSINESS:

a.     Adopted a Resolution Approving the Installation of Red Curb Striping for the San Bruno Grade Separation Project: Along Eastbound Walnut Street; Along Southbound San Mateo Avenue; and at the Southern Intersection of San Mateo Avenue/Huntington Avenue.  Discussion about where the lost parking spaces will come from and the fact that the City will monitor a couple of intersections to see if additional stop signs may be needed and or modification in red curb no parking locations.

b.      Adopt Resolution Authorizing the City Manager to : 1) Execute Memorandums of Understanding with the San Mateo County Transportation Authority for the Skyline Boulevard Widening, Scott Street Grade Separation, and Interstate 380 Improvement Program Budget to Include the Scott Street Grade Separation and Interstate 380 Congestion Improvement Projects and; and 2) Amend the 2013-14 Capital Improvement Program Budget to Include the Scott Street Grade Separation and Interstate 380 Congestion Improvement Projects and Appropriating $7,500 from Measure A Funds.

c.     Schedule Study Session Meetings to Review the FY 2014-15 Annual Operating Budget – June 9th, 11th, & 12th.  These meetings are open to the public.

d.     Adopt Resolution Supporting Senate Bill 1345 to Extend the Repeal Date to Preserve the Provision of Existing State Law for State Oversight of the City and County of San Francisco’s Capital Improvement Program to Restore and Improve the San Francisco Regional Water System.  YOUR ACTION NEEDED.  The state currently is overseeing the work upgrading the water distribution of water to San Francisco and San Bruno.  Work has been extended and this oversight must continue.  The City of San Francisco is supporting this extension.  WRITE Senator Hill and Assemblyman Mullin to support this bill.

The next regular City Council Meeting will be held on April 8, 2014 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
