To Place a Measure on the November 4, 2014 Ballot

to Implement the Transit Corridors Plan

July 22, 2014 at 7:00 p.m.

The San Bruno City Council will consider adopting a resolution to place a measure on the November 2014 ballot. The ballot will ask San Bruno voters to amend City Ordinance 1284 to establish new height restrictions, increase the density on certain residentially zoned parcels and allow above ground multi-story parking structures, solely within the Transit Corridor Plan (TCP) area. The purpose of the measure is to implement specific components of the Transit Corridors Plan, which the City Council adopted on February 12, 2013.

You are receiving this notice because you live or own property in the TCP area, or within 300 feet of the TCP area (please see the map on the back of the notice), or you have indicated an interest in being noticed about the project. All interested members of the public are welcome to attend and comment.

 

This item will be heard as part of a regular City Council meeting on July 22, 2014. City

Proposed Ballot Measure To Implement The San Bruno Transit Corridors Plan

The purpose of a proposed ballot measure is to implement the San Bruno Transit Corridors Plan’s (TCP) vision to promote economic enhancement of commercial streets and encourage appropriately sized, quality mixed use development within about a one half mile radius of the new San Bruno Avenue Caltrain Station. The TCP was adopted by the San Bruno City Council in February 2013 following extensive public engagement including the work of the 17-member Transit Corridors Plan Steering Committee.

 

The goals that follow were created for the purpose of fulfilling the vision of the TCP:

 

● Stimulate economic activity and encourage private investment to revitalize aging and obsolete land uses and buildings with new housing and vibrant commercial uses;

 

● Improve the quality of life and safety for all San Bruno residents by breathing new life into our

downtown, creating new and attractive public places, attracting new restaurants, shops and stores, creating jobs, providing new housing, including housing for seniors, and preserving existing residential neighborhoods;

 

● Make the area safe and convenient for pedestrians, bicyclists and public transit users; and

 

● Generate new revenue for vital city services for public safety, parks, public infrastructure and

facilities.

 

The TCP builds on the City’s General Plan vision for mixed-use transit oriented development in proximity to the new Caltrain station by designating distinct ‘character areas’ to focus revitalization efforts: San Mateo Avenue (downtown), El Camino Real, San Bruno Avenue, Huntington Avenue, and the Caltrain Station area. (See the map on the back). The TCP includes provisions to guide economic revitalization and redevelopment, including:

 

● Land use and development requirements to be incorporated into the City’s zoning code;

 

● Design Guidelines to evaluate private development projects;

 

● Proposed new maximum building heights and parking structures only within the TCP area; and 

● Measures to minimize impacts of new development on existing residential neighborhoods; and

● Prohibits the use of eminent domain on residential property.

Full implementation of the TCP requires changing certain development restrictions of Ordinance 1284 that discourage private investment and redevelopment in the TCP area, which requires approval by a majority of the voters of the City of San Bruno in a citywide election. 

The City Council will consider presenting a ballot measure to San Bruno voters in a citywide election to decide whether new height restrictions, increased density on certain residentially zoned parcels and above ground multi-story parking structures should be allowed solely within the Transit Corridors Plan area.

 

If San Bruno voters approve the ballot measure, individual development applications would be required to undergo a planning and environmental review process and a public meeting approval process.

 

Public hearings on the actions needed to fully implement the TCP, including the ballot measure and zoning code update, will take place in 2014. 

On July 22, 2014, the City Council will decide whether to place a ballot measure before the voters on November 4, 2014. Detailed information about the Transit Corridors Plan is available online at www.planbruno.org.
