The San Mateo Police Department is proud to announce the promotion of Captain Jack Ratcliffe. Chief Susan Manheimer promoted Captain Ratcliffe Friday, May 16th, 2014 in a ceremony attended by his family and SMPD staff. Captain Ratcliffe was then formally introduced in his new role at swing-shift patrol briefing Friday afternoon.

Jack has served his entire Law Enforcement career with our city, spanning over 25 years. He brings a strong community policing background, serving notably as a Community Police Officer, the Downtown Officer, and the Area Lieutenant for several different neighborhoods. Jack has also served in a variety of assignments within the department, including Field Operations, Business and Entertainment Liaison, Field Training Officer, Tactical Negotiations, the Traffic Division, and the Investigations Bureau.

While serving as the supervising Lieutenant within the Investigations Bureau, Jack played a vital role in the creation of our newly created Special Victims Unit, oversaw the implementation of Intelligence Led Policing through the creation of a Crime Analysis Division, and the consolidation of our Juvenile Services into a single division focused on youth prevention and intervention.

Jack will be assigned to oversee the Field Operations Bureau, in charge of all Field Services Operations including Patrol, Traffic, and Special Operations. Captain Wayne Hoss, who provided great leadership to the Field Operations Bureau, will assume Command of the Support Services Division. Both will remain an integral part of the San Mateo Police Department's Command Staff, a management team that consists of the Chief, two Captains, and 6 Lieutenants.
