Ordinance 1284 & 4th of July Fireworks

SHOULD the San Bruno City Council decide to place on the November 2014 ballot wording changing the current Ordinance 1284

SHOULD the ballot issue pass;

THEN and only then could anyone submit an application to the City to build any development project within the Transit Corridors Plan Area with the new building height limits, multi-story, above ground parking structures, and allowed increased residential densities. 

As discussed at the May 29, 2014 City Council Study Session, all new buildings will go through a public review process that will include a neighborhood notification. Significant modifications to existing buildings will also go through a public review process. The review will include analysis of the project to confirm it complies with the development standards and design guidelines found within the Transit Corridors Plan, as well as environmental review.

The type of public review process will depend on the size and scope of the project. Every new building would require at least one public meeting with neighborhood notification. Larger projects could require several levels of review including Architectural Review Committee, Planning Commission, and City Council.  Agendas and additional information will be posted on the City’s website. The public is encouraged to attend and participate in these meetings. Development projects are often modified during the public review process as a result of resident feedback. Planning Commission Meetings and City Council Meetings are also televised on local Cable Channel 1 and available online after the meeting.  

Only if the proposed project is approved and reviewed for compliance with the Building Code can the applicant move forward with the process of construction. City staff will perform inspections to ensure the project is constructed according to the approved plans.

Notes from City Council Special Meeting

Transit Corridors Plan Implementation May 29, 2104

1.   Explain FAR ( Floor Area Ratio )

2.   Many businesses in downtown are tenants, concerned about owners selling and displacing tenants

3.   Plan looks like San Francisco. Doesn't think this is the right way to go about improving San. Bruno

4.   Opposed to more construction and big buildings, people possibly looking down on her property

5.     Community is working class. The plan is targeting middle class housing and jobs. Where are the blue collar jobs and housing. Extension of oppression of working class.

6.     New Caltrain station is great, but worried about safety of bullet trains which will go 100mph through San Bruno.. An accident would crash. into dense housing..

7.     Keep the local charm. Doesn't want Burlingame or parking meters, and no drones.

8.     San Mateo Ave is tired and worn out. Decisions have to be made.

9.     City needs need affordable housing. Developers need higher density to create affordable housing.

10.  Reality is that people do not get out of their cars,. they. drive downtown.. 191. parking spaces at Caltrain Station. Should build a 7 story parking garage for 6-700 cars at the Station Area

11.  Doesn't like the plan

12.  Traffic will increase on Jenevein adding. to unsafe conditions for kids at two neighborhood schools

13.  Need to clean up. San. Mateo. Ave now, like the vacant theater, then look at the bigger plans later.

25.    Businesses in Bayhill have a strong association. with downtown. The plan will create job opportunities for young workers and blue collar workers. The city needs to change to become more vital.

26.  Excited about presentation. Concerned about global warming and sea level rise, need to keep residents informed

27.    Something. needs to be done but the Plan needs more work. The proposed development is too much and parking is already a problem.

28.    Proposed changes are overwhelming. Can the ballot measure be reduced to San Mateo Ave, start small, if successful,. add. area.

29.    Revitalization is exciting but need to be careful. Need to tailor the plan to the income level of the existing community, not multi-million dollar houses. Will help revitalize but chase out current residents..

30.    Wants to see more family oriented community gathering places in downtown

31.    Parking is a huge need.

32.    How will the growth impact the economy? It will attract more crime and undesirables. Can't control it now, how will we control more or afford more police

33.    If more police are present, then there will be more profiling of undocumented residents.

REMEMBER:  Water Conservation

The City of San Bruno, on their web page, writes:  “This past fall and winter has been one of the driest years on record across the state of California. At the State level, Governor Brown has declared a drought emergency and has asked California residents and businesses to reduce their water consumption by at least 20%. 

“At the local level, San Francisco Public Utilities Commission (SFPUC) has issued a statement today requesting a voluntary 10% reduction on the SF Regional Water System in response to the dry weather conditions and to ensure that available water supplies are prudently managed.

“In coordination with this local advisory, the City of San Bruno is asking residents and businesses to conserve water to help meet the 10% voluntary reduction goal that will help preserve Hetch Hetchy’s and our own groundwater’s valuable resources.

“The SFPUC is closely monitoring water levels in the Hetch Hetchy Reservoir and snow pack data. Within the next 90 days, the SFPUC will have survey data from snow pack depths and reservoir resource levels throughout the SF Regional Water Supply to share with other water agencies. The data results will allow water agencies to develop their specific water supply strategies for the future. Residents of San Bruno are requested to follow water conservation practices at all times. The City will update residents on any changes made to the request of a 10% voluntary reduction when new information is available.

Attendees will enjoy a fun-filled day of live music, entertainment and informational programs on topics including youth advocacy in schools, coming out, and expressions of spirituality and support groups tailored to the LGBTQQI2S (lesbian, gay, bisexual, transgender, queer, questioning, intersex and 2 spirit) community.

2014 Fireworks – Safe and Sane

 

To the Residents of San Bruno,

 

On behalf of your Mayor, City Councilmembers, and City staff, we hope you enjoy a safe 4th of July holiday.  San Bruno is one of two cities in San Mateo County that authorize the sale and use of Safe and Sane fireworks.  The revenue from the sale of Safe and Sane fireworks helps many community organizations provide a variety of programs that benefit the community, including youth sports programs, booster clubs, and non-profit groups.  All of these organizations contribute to enhance the quality of life in San Bruno.

 

This year, California is facing a drought emergency of historic nature. This is an unprecedented situation, and the dryer the vegetation becomes, the higher the risk that it will ignite.  The predicted high temperatures, in combination with low humidity, will increase the need to practice safe and responsible firework practicesFor more information on wildland/vegetation safety tips, please type “Living with Fire in San Mateo County” into your search engine. 

 

To ensure that all residents have the opportunity to have a safe and enjoyable holiday, the Police and Fire Departments will again be providing public education and outreach programs regarding the use of Safe and Sane fireworks.  These efforts are necessary because past experience during the holiday has shown there continue to be unsafe practices and the use of illegal fireworks.

 

Your Police and Fire Departments have partnered with the community organizations and the Safe and Sane fireworks industry to provide a comprehensive public education program.  Fire and Police personnel will provide this information to all our schools, service groups, and neighborhood associations to ensure that the safety issues are addressed.

 

The use of Safe and Sane fireworks is allowed from noon until 10 p.m. beginning on June 28 to July 3, and from noon until midnight on July 4.  Safe and Sane fireworks are only allowed on private property, and at least ten feet away from any residence, building, or structure.  Fireworks are not allowed on public property such as streets, parks, schools, or private open areas such as parking lots, or vacant property without the consent of the owner.   Extra police patrols will be deployed throughout the City. Officers will be strictly enforcing the laws that prohibit the use of illegal fireworks in San Bruno. Anyone found using illegal fireworks within the City limits will be cited and fined up to $1000.

 

All of our efforts are committed to making this an enjoyable holiday for the entire community.  Please do your part to make sure this is a safe 4th of July for the San Bruno community. Questions regarding fireworks in San Bruno can be directed to the Police Department at (650) 616-7100.

FUTURE EVENT:  At the San Bruno City Council meeting May 27th the fire and police departments again reported on the steps they will be taking before, on the 4th of July, and after to assure that only Safe & Sane fireworks are used and that they are used only in a SAFE manner here in San Bruno.

The Police Department will be contacting residents with whom they have had reports in previous years of suspected illegal use of fireworks in the weeks and days before July 4th to remind them of the possible legal actions that they could face should they get caught with and or using illegal fireworks.

Residents can call the San Bruno Police department NOW to give them any address the resident felt was using illegal fireworks last year so the SBPD can consider contacting that resident.

FUTURE EVENT: - Centennial Tree Project – Free Street Trees

The City of San Bruno, as part of the year-long Centennial celebration, is trying to plant 100 new Street Trees with the help of residents.  The trees will be provided to you free and maintained by the City of San Bruno.  You will be notified of the date of planting.  You will be given a Centennial Certificate stating your participation in the project and which number of the 100 trees is yours.  Limit one tree per house and tree location must not interfere with underground utilities.

Learn how to turn your kitchen food scraps and yard trimmings into a rich soil amendment that will help your garden thrive.  Compost Workshops are held at the San Bruno Recreation Center in San Bruno City Park.

Workshops are free. Reservations are not necessary but encouraged so there is a way to contact participants in case a class is canceled. Composting is a highly effective way to help protect the environment, and Recology San Mateo County is proud to offer a home composting collection service to its customers.

More than six million tons of food products are dumped in California every year. Food is the largest single source of waste in California, making up 15.5 percent of the waste stream.

That waste decomposes and creates methane gas, which is 23 times more potent than carbon dioxide and is directly attributed to climate change. Composting is nature's way of recycling organic waste into a new soil amendment rich in nutrients that can be used for organic farming, vineyards     and highway erosion and control projects.

The City of San Bruno Personal Tribute Program provides a way for people to honor or remember a loved one in the San Bruno community. These enduring and tax-deductible gifts serve both as a personal commemoration and as a way to enhance the community’s enjoyment of City parks.

Personal Tribute Plaques

In tribute and remembrance, a loved one may be honored with a 3”x 3”commemorative bronze plaque on the San Bruno Recognition Sculpture in City Park. Plaques are inscribed with the honoree’s first and last name, the date of the recognition and with either “In Honor of” or “In Memory of.” The Personal Tribute commemorative bronze plaque donation is $400. Park Amenity Tributes

Personal tributes may also be given through a donation for a specific park amenity (tree, bench, water fountain, picnic table, etc.) Staff from the Community Services Department is available to assist donors in the selection of a park amenity. The donation fee associated with the park amenity varies.

Thursday May 29th the Bay Area Entrepreneur Center at 458 San Mateo Avenue held their official Grand Opening and Ribbon Cutting.  Numerous San Bruno Chamber Board Members attended and observed as San Bruno Mayor Jim Ruane assisted in the ribbon cutting.

Various local legislative representatives were present.

The B.A.E.C. is a part of Skyline College and is a business incubator/accelerator and innovative resource center that offers aspiring Bay Area entrepreneurs the information, access and support to grow their current business or business idea.

The B.A.E.C. provides office space, classes, workshops, one-on-one technical assistance and other support services to local businesses, entrepreneurs and students.

On Tuesday May 20th 2014 Citi Bank on San Mateo Avenue and Jenevein officially adopted the tree containers bordering their property.  The Beautification Task Force was present for the official recognition and the containers will show “Adopted by Citi Bank”.

The City only planted 1 planter but they will be adopting all three down the road.

Mission Statement
The Beautification Task Force of the City of San Bruno promotes the quality of life in San Bruno by creating, supporting and participating in activities and programs that improve the physical and aesthetic environment of our community. We accomplish this by:

-Educating the community about enhancing and protecting San Bruno's environmental assets;

-Advocating a high standard of community responsibility, cleanliness, maintenance and attractiveness for our developed and natural environment;

-Creating and promoting partnerships and resident participation in improving our community;

-Monitoring neighborhood and citywide cleanups, Earth Day activities, Beautification Awards, and similar programs.

We would like you to join us in encouraging residents and businesses to enhance the curb appeal of their homes and buildings. 

About the Beautification Task Force

The Beautification Task Force supports and advocates a public arts policy, tree ordinances, and other Council policies that encourage the beautification of the City. The Task Force also organizes several City-wide events including Operation Clean Sweep ( held the first Saturday in May each year) and the Beautification Awards. They also serve in an advisory capacity to the City Council. For information on upcoming events call the Beautification Task Force at 650-616-7145. 

One of the programs the Beautification Task Force is working on alongside the San Bruno Chamber of Commerce is the Adopt – A – Planter program. The goal is to get businesses along San Mateo Avenue to adopt the tree planter in-front of or near their business.  The City will plant appropriate vegetation and make sure the planters are connected to a watering system.  All the business needs to commit to is removing paper etc. that may collect in the planter.
