San Bruno Housing Element Public Meeting

They Are Coming March 22nd . .

FEATURE EVENT #1:

The San Bruno Planning Commission will hold a public meeting on Tuesday, March 4, 2014 at 7:00 p.m. to discuss the update of the San Bruno Housing Element for the 2014-2022 planning period. No action is required for this item. All interested persons are invited to attend. The meeting location is the Senior Center, 1555 Crystal Springs Road, San Bruno.

There will be a presentation on the update process by City staff, discussion with Planning Commissioners and opportunity for public input on the planning for housing in San Bruno. To comply with State housing law, the City must adopt the Housing Element update and submit it to the California Department of Housing and Community Development (HCD) for review. The  Housing Element must be certified by HCD before January 31, 2015.  The Housing Element includes a housing needs assessment, identifies  housing constraints, identifies sites to meet the City’s regional fair share housing obligation, and develop goals and policies for upcoming planning period.

The City anticipates a wide range housing opportunities in the future to meet San Bruno's fair share of regional housing obligation. Many of the potential housing sites are in the Transit Corridors area, which is governed by the Transit Corridors Specific Plan (adopted in 2013), which embraces a bold new vision for mixed-use development (housing over retail) in the area around the new San Bruno Avenue Caltrain Station, scheduled to open this year.

Housing Element Update: 2014 - 2022

By state law, cities must identify how and where the housing needs will be met by completing what’s known as a Housing Element. Currently, all 21 jurisdictions in San Mateo County have adopted Housing Elements that have been approved by the California Department of Housing and Community Development (HCD) for the 2007-2014 planning period. Now, all 21 jurisdictions are required to update their Housing Element for the 2014-2022 planning period.

The Housing Element is the blueprint for future housing development in the city. It includes goals, policies, and programs that direct residential decision-making. We believe the most responsible way to create the Housing Element Update is through an open, public process. The update will engage elected officials, appointed City commission and committee members, key stakeholders, planning specialists and all San Bruno residents who would like to help shape the future of the community (please see the graphic of the process below). Your involvement in the 2014-2022 Housing Element Update is important. As you can see, we are early in the process and your involvement now will be critical to helping ensure success in this effort. "Fair Share" of Regional Housing Need

Between 2014 and 2022, San Bruno is required by State law to provide the opportunity for a total of 1,155 housing units to be built and affordable at a range of income levels, its "fair share". These numbers were derived through a process involving all 21 jurisdictions in San Mateo County and is referred to as the City’s Regional Housing Needs Allocation (RHNA) for the 2014-2022 Housing Element planning period.

 

The San Bruno Planning Commission will hold a public meeting to review the process to update the San Bruno Housing Element for the 2014-2022 planning period. City Staff will give a presentation on the planning process and the public will have an opportunity to provide input. It is with great enthusiasm that I announce two opportunities for high school students living in the 14th Congressional District that will challenge them both academically and artistically in unique competitions.

To encourage art education, the Congressional Art Competition gives high school students a chance to gain national recognition for their creative talents. Seventh and 8th graders who share campuses with high schools are also welcome to compete.

All artwork submissions must be received by 5 p.m. on Monday, April 14, 2014, at my district office located at 155 Bovet Road, Suite 780, in San Mateo, and must include a completed Student Information & Release Form, signed by the student, his or her parent/guardian, and his or her art teacher. I am also proud to announce the first annual Congressional STEM Academic Competition, a.k.a. the “House App Contest.” This new competition is designed to engage students’ creativity and encourage participation in the fields of science, technology, engineering and math. Representing Silicon Valley – a hotbed of innovation – has convinced me of the importance of such initiatives that promote investment in STEM education, as well as legislation like H.R. 2426, the Educating Tomorrow’s Engineers Act, of which I am a proud cosponsor. We must prepare our students for employment in the high-tech industry and enhance American competitiveness in the global economy.

The House APP contest is also open to students eligible to enroll in high schools located in the 14th District, and to teams of up to four if at least two students reside in the 14th District. Students must register at StudentAppChallenge.house.gov and create an account at ChallengePost.com by April 30, 2014. Students can visit ChallengePost any time before then to submit their contact information, completed release form, and final app entry. City of San Bruno’s 100 Year Anniversary Celebration Has Started:

On December 23, 2014 the City of San Bruno will celebrate its first 100 years of incorporation and Centennial. The Centennial is an opportunity not only to recognize the community’s history, but also to celebrate the community’s identity, its accomplishments, and its future opportunities and potential. The City Council has begun the process to develop the scope of the celebration as well as the process for engagement with residents, businesses and community stakeholders.

Tripousis will discuss the project in its entirety, while also focusing on its impact on the Caltrains Modernization Project and as well as other rail partners throughout the state of California. The presentation will be followed by a question-and-answering session. The presentation is part of ongoing series of meetings Tripousis is conducting in an effort to ensure residents along the Peninsula Corridor are properly informed of what is the biggest infrastructure project of its kind in the nation.

Topics will include, but not limited to: education, health, and the quality of life of our children. Empowering our children creates an educated workforce for the future, a healthy community and directly impacts our economy. This historical children's conference will focus on a number of medical solutions to enhance the quality of  the lives of our children through discussion and implementation of best practices related to vision and hearing health, nutrition and diabetes awareness, and the impacts of expanding education and literacy through music, reading, play, science and math.

The Conference, being held at Walmart Global eCommerce Headquarters, 850 Cherry Avenue, San Bruno, CA., contains both a morning session (beginning at 9:30 am) and an afternoon session (beginning at 1:00 pm), following lunch, which will be provided. . The admission is FREE. Attendees who register will receive FREE underground parking and a small token of appreciation. There will be three strategic sessions within the conference itself. Water Conservation

The City of San Bruno, on their web page, writes:  “This past fall and winter has been one of the driest years on record across the state of California. At the State level, Governor Brown has declared a drought emergency and has asked California residents and businesses to reduce their water consumption by at least 20%.

 

“At the local level, San Francisco Public Utilities Commission (SFPUC) has issued a statement today requesting a voluntary 10% reduction on the SF Regional Water System in response to the dry weather conditions and to ensure that available water supplies are prudently managed.

 

“In coordination with this local advisory, the City of San Bruno is asking residents and businesses to conserve water to help meet the 10% voluntary reduction goal that will help preserve Hetch Hetchy’s and our own groundwater’s valuable resources.

 

“The SFPUC is closely monitoring water levels in the Hetch Hetchy Reservoir and snow pack data. Within the next 90 days, the SFPUC will have survey data from snow pack depths and reservoir resource levels throughout the SF Regional Water Supply to share with other water agencies. The data results will allow water agencies to develop their specific water supply strategies for the future. Residents of San Bruno are requested to follow water conservation practices at all times. The City will update residents on any changes made to the request of a 10% voluntary reduction when new information is available.

The City of San Bruno Personal Tribute Program provides a way for people to honor or remember a loved one in the San Bruno community. These enduring and tax-deductible gifts serve both as a personal commemoration and as a way to enhance the community’s enjoyment of City parks.

Personal Tribute Plaques

In tribute and remembrance, a loved one may be honored with a 3”x 3”commemorative bronze plaque on the San Bruno Recognition Sculpture in City Park. Plaques are inscribed with the honoree’s first and last name, the date of the recognition and with either “In Honor of” or “In Memory of.” The Personal Tribute commemorative bronze plaque donation is $400. Plaques may be ordered using the link to the form below.

Park Amenity Tributes

Personal tributes may also be given through a donation for a specific park amenity (tree, bench, water fountain, picnic table, etc.) Staff from the Community Services Department is available to assist donors in the selection of a park amenity. Please fill out the form at the link below and check the box indicating your wish to donate an amenity and staff will contact you to discuss the Department's current needs. The donation fee associated with the park amenity varies.

CONTINUING EVENT NEEDING YOUR SUPPORT:

San Bruno Patch Cub Reporter Greg Pierce reports:  The San Bruno Force, San Bruno’s American Youth Soccer Organization (AYSO) U-19 Ladies team, has been selected to participate in the 2014 National Games taking place in Torrance, CA during the week of June 28 – July 6th.  This is the first time in 12 years that a ladies U-19 team will be playing in the National Tournament.

The 2014 tournament marks the 50th anniversary of the AYSO, making this year’s tournament particularly special for the organization.  To commemorate this special year, the AYSO will invite 24 teams to participate in brackets from the U10 age group through U19 for boys and girls.   Roughly 240 teams from all over the nation will be converge on the cities of Torrance and Riverside in Southern California next summer to compete in these national games.

“We are excited for the opportunity to play in these national games.  These young ladies worked hard the entire Fall season and will continue to work together to make this Spring season and summer competition successful.” says Team Manager and assistant coach Greg Pierce, “We are looking for a few more players to participate with us.  This is a great group of young ladies that are ready to compete and are excited looking forward to the Spring and tournament season.”     

The San Bruno Force is composed of young ladies from San Bruno, South San Francisco and Millbrae.  They began playing together this past Fall season, winning the Area 2B and 2N championship against a very tough opponent from Foster City.   Right now there are 12 young ladies on this team.  Recruitment is still in process.  Ladies ages 16 – 19, who have played AYSO soccer in San Bruno, Brisbane, Millbrae, Pacifica, Burlingame, San Mateo and Foster City are invited to inquire about this opportunity by calling Coach Greg Pierce at 650 291 6997 or contacting him at socball@sbhsi.com

Fundraising for the tournament expenses began last Fall as the ladies and their parents operated the San Bruno AYSO league snack bar as well as a pumpkin patch.  They will continue to raise funds during this coming spring season with possibly a raffle and a car wash.    Sponsors are always welcome, and donations can be made online at https://fundly.com/san-bruno-force-ayso-u19-girls.

SAN MATEO COUNTY AND SAN FRANCISCO INTERNATIONAL AIRPORT SECURE CALIFORNIA COASTAL CONSERVANCY GRANT TO STUDY SEA LEVEL RISE

REDWOOD CITY – The California Coastal Conservancy announced yesterday that it will fund a $200,000 grant application jointly submitted by San Mateo County and the San Francisco International Airport (SFO) to study the impacts of sea level rise due to global warming on the shoreline area northwest of the airport where the San Bruno and Colma creeks enter the San Francisco Bay.

“San Mateo County has more property at risk from sea level rise than any other county in the Bay Area,” said Board of Supervisors President Dave Pine who led the effort along with SFO to prepare the grant proposal. “It is critical that we understand the risks of sea level rise, assess our options, and protect our economic and civic infrastructure.  This grant will help begin that effort.”

SFO and Supervisor Pine will convene a multi-agency working group to assess the study area’s vulnerability to sea level rise and prepare adaptation strategies. The study area contains residential neighborhoods that have been subject to severe flooding, habitat for threatened and endangered species, and substantial public infrastructure including two major highways, Caltrain and BART lines, the San Francisco Bay Trail, two sanitary sewage treatment plants, and multiple flood control channels and pump stations.

The study will complement the airport’s SFO Shoreline Protection Feasibility Study, the purpose of which is to develop a shoreline protection system that will protect the airport from flooding and rising seas.

“SFO is critical to the economy of the Bay Area, and protecting the Airport’s eight-mile shoreline from projected sea level rise is a priority,” said Airport Director John L. Martin. “We are currently undertaking a comprehensive shoreline protection study, and evaluating enhancements to our existing seawall. Our partnership with San Mateo County allows us to collaborate with communities adjacent to SFO to develop effective solutions for our shorelines.”

On January 23, 2014, the Coastal Conservancy awarded more than $3 million in grants under its Climate Ready program. Out of approximately 76 applicants, twenty grants were funded including the $200,000 proposal submitted by San Mateo County and SFO.

Work on the study will begin immediately and is tentatively scheduled to conclude by June of 2015.
